"Nickel prices have gone through an abrupt change in recent weeks, with the commodity now down bout 10% year-to-date to make it the worse performer of the LME-traded industrial metals. In March, LME nickel futures were on a bull-run, having hit over $11,000 per ton. On Tuesday, LME nickel was trading in the range of $8,840-$8,910. Last week, nickel dove to a one-year low of $8,700. The reason for the metal?s rapid about-face is the expectation that nickel supply will ramp back up in the coming months. Nickel prices started to return their gains after it became apparent that the Philippine?s Commission on Appointments would not confirm environmental minister Regina Lopez. As acting environmental minister Lopez suspended operations at most of the country?s nickel mines for alleged environmental violations. In the end, the speculation was right and Lopez was not confirmed. Now, Lopez?s replacement, former military chief Roy Cimatu, has already adopted a more "mining friendly" stance, at it is expected that mining operations will resume. At the same time that nickel production in the Philippines looks set to return, Indonesia has also re-entered the supply chain. Indonesia banned the export of unprocessed ores in early 2014, but earlier this year that ban was lifted. Accounting for the recent supply-side changes, Goldman Sachs downgraded its outlook for the metal. Goldman now sees nickel prices in three-months, six-months, and 12-months at $9,000-per ton from $12,500, $11,000 and $11,000 respectively. Commenting on the adjustment Goldman said: "We now expect that nickel prices will remain trading at very low levels through 2017 and much of 2018 until a substantial supply response both in China and outside of China eradicates our forecast surplus of 37,000 tons in 2017 and circa 100,000 tons in 2018."
